Raphael Michael Ami is a Tanzanian development professional and Senior Monitoring, Evaluation and Learning (MEL) Consultant with more than 20 years of experience in development programmes, independent evaluations, institutional assessments, results-based management, and organisational development across East Africa.

His experience spans evaluation, governance, livelihoods, agriculture, health, infrastructure, financial inclusion, and climate resilience, with expertise in OECD/DAC evaluation criteria, mixed-methods research, Theory of Change, logframe development and validation, and MEL systems.

Raphael has worked with international development organisations, foundations, government institutions, and local partners, contributing to evaluations and programme reviews in Tanzania and the wider East African region. His recent work includes evaluations for Horizont3000, World Habitat, Action pour un Monde Uni, and climate resilience programmes, alongside his ongoing role supporting monitoring and evaluation for Hanns Seidel Foundation projects in Tanzania and Uganda.

Beyond evaluation, Raphael has held leadership and programme management roles, including managing an EU-funded programme and leading a social enterprise focused on sustainable housing, agriculture, and rural livelihoods. His earlier work also includes coordinating development programmes across more than 30 Catholic dioceses in Tanzania.

He holds a Master of Public Policy, an MBA, and an Advanced Diploma in Community Development, and is currently pursuing a Master’s in Evaluation.
